Egitto, islam e mercato
L’islam vieterebbe l’usura (riba’). Quindi, ri regola, i mercati egiziani dovrebbero temere l’avanzata degli islamisti salafiti di al-Nur, gente che, portando il Corano in ogni dove, potrebbe essere contro istituzioni finanziarie, come le borse, che l’usura la praticano per natura.
Ma niente paura, i temibili salafiti del partito al-Nur dichiarano che la borsa egiziana è “compatibile con la Legge coranica”, la shari`a.
Da dove venga l’autorità in base alla quale queste persone dichiarano l’una o l’altra cosa “compatibili con l’islam” non è affatto chiaro. Adel Hamed, quadro dei Fratelli Musulmani, ha detto che non tocca ai partiti giudicare l’integrale islamicità o meno delle borse: l’onere e l’onore toccherebbe a istituzioni come al-Azhrar (cioè l’Università islamica del Cairo) o, nel caso dei cristiani, alla Chiesa. I Fratelli Musulmani “rappresentano la moderazione”, non sta ai partiti dire cosìè halal [permesso dall’islam] o haram [vietato].
Il responsabile dei Fratelli Musulmani ha affermato anche che loro incentivano gli investimenti e l’economia, che le “timidezze” della borsa egiziana derivano dal fatto che gli egiziani sono poveri, non dal fatto che la borsa sia o meno “islamicamente corretta”. Sulla stessa linea è il partito del Wasat, centrista con radici islamiche.
Non c’è niente di cui preoccuparsi, dunque. Per descrivere quanto l’islam politico in Egitto sia chiaramente dalla parte del mercato ho tirato giù un vecchio cable del 2007 (vedi in fondo) in cui la dirigenza dei Fratelli Musulmani denunciava l’arresto di alcuni Fratelli imprenditori come un attentato all’economia egiziana.
Questi dati, che descrivono un islam politico assolutamente aderente, anche se in forme diverse, al mercato (i salafiti sono più marcatamente per un mercato “etichettato” come “islamicamente corretto” e in questo senso sono più “conservatori”) vanno immersi nel dato dell’economia egiziana nel suo complesso, nella quale il “sommerso” è gigantesco e il militari agiscono come forza frenante, gestendo i propri macroscopici interessi al di fuori delle regole.
Uno scenario in cui da una parte ci sono i vincitori delle elezioni parlamentari assolutamente in linea coi mercati e dall’altra i gestori del potere che hanno tutto l’interesse a mantenere la propria posizione “eccezionale” all’interno dell’economia.
Il tutto, ovviamente, congiura contro coloro che hanno fatto la rivoluzione del 25 gennaio.

Una nota in chiusura: qualche giorno fa avevo citato un articolo de Linkiesta sul tema dell’economia dei militari in Egitto. Proseguendo nelle mie ricerche sul tema ho scoperto che si tratta per molti versi di una “copia” di un pezzo di “Slate.com”, uscito il 15 dicembre 2010. Non mi piace denunciare cose simili: copiare senza citare le fonti non è davvero gravissimo se accade occasionalmente. Qualche giorno dopo, però, mi sono imbattuto in un altro articolo sull’Egitto, della stessa autrice che faceva lo stesso giochetto con un post di Sandmonkey. Ne riportava, però, solo una piccola parte, non rendendo giustizia ai ragionamenti del blogger egiziano.
Non si fa così: si citano le fonti, e saranno i lettori a giudicare se queste non sono abbastanza “fresche” o “di prima mano” per una testata come “Linkiesta”.
O, voglio dire, poi fate vobis, ma certe cose sono squalificanti.

p.s. l’articolo di Slate citava un altro cable, questo, in cui si raccontava della dinamica in atto riguardo alle nuove elezioni presidenziali, nelle quali Hosni Mubarak stava lanciando suo figlio Gamal, e ai “poteri forti” egiziani.

(U) Recent postings on the Muslim Brotherhood (MB) website (www.ikhwanweb.com) claim that the arrest of 29 prominent MB-affiliated businessmen (reftels) has negatively impacted Egypt's economy. The articles allege the arrests and subsequent freezing of assets of the MB-affiliated businessmen has caused domestic and foreign investors to withdraw investments from Egypt. An article on January 30 also falsely claimed the arrests caused the Cairo and Alexandria Stock Exchange (CASE) to "plunge" on January 29. The assertions have appeared amidst intense MB criticism of GOE economic reform policies, including claims that the GOE's highly-touted 7% growth rate has widened the gap between rich and poor, benefiting primarily the Mubarak government and its inner circle. 2. (U) GOE officials reject MB claims of economic harm from the arrests, charging in public statements that assets of arrested MB businessmen were used for "money laundering and funding an illegal organization." Capital Market Authority Chairman Hani Sarieldin told journalists that claims that investors were withdrawing their funds from the CASE because of the arrests were "erroneous statements purported by certain internet sites in order to disrupt the market." Sarieldin called for criminal charges against those responsible for the claims. CASE Chairman Maged Shawky told econoff the real cause of recent volatility on the CASE is investor fear of a repeat of the market "correction" that began in February 2006. ------------------------------------------- Market Fears of "Black Tuesday" Anniversary ------------------------------------------- 3. (U) Most market analysts agree with the CASE Chairman's assessment that local retail investors are responsible for recent volatility on the CASE. Retail investors are most susceptible to irrational fears, such as the upcoming anniversary of last year's market correction, which began in February and culminated on "Black Tuesday," when the market fell 6.4% on March 14, 2006. Foreign and institutional investors, on the other hand, have been net buyers over the last few weeks. While the MB website article acknowledged investor fears of another Black Tuesday, the article claimed, falsely, that the benchmark EFG-Hermes index dropped 12% on January 29, after announcement of the MB asset freeze. In fact, the EFG Hermes index declined only 0.39% on January 29, an improvement over the previous week's results, when the index fell 2.52% on January 24. ----------------------------- New Direction in MB Criticism ----------------------------- 4. (SBU) COMMENT: Although the MB's claims are not supported by facts, the claim itself is a new direction in MB criticism of the GOE. By tying detention of its members to a downturn in the economy, the MB is intimating the extensive economic power of the organization. It also appears to be aimed at sending the message that politically-motivated attacks on the MB are bound to work against the GOE, by undermining the government's one area of success, i.e., bringing about economic growth.
